The Department of Agriculture–Cordillera Administrative Region (DA-CAR) conducted an orientation on the upgrading of Farmers’ Associations into Agricultural Cooperatives on January 27, 2026, at the Aliwa Gymnasium in Luna, Apayao.
The activity was attended by 68 Civil Society Organizations (CSOs) that are accredited and Department of Labor and Employment (DOLE)-registered Farmers’ Associations from various municipalities in the province.

The orientation was conducted in line with a memorandum from the Office of the Undersecretary for Operations, Agri-Fisheries Mechanization, and Rural Credit of the Department of Agriculture, encouraging the conversion of existing farmers’ associations into agricultural cooperatives.
The memorandum highlights the need to strengthen Farmers’ Cooperatives and Associations (FCAs) by enabling wider access to government programs, interventions, and financial support, while improving organizational capacity and long-term sustainability.

During the session, participants were briefed on the requirements, processes, and advantages of transitioning into agricultural cooperatives, including improved productivity, better market access, and increased opportunities for support services.
DA-CAR emphasized that organized and well-structured farmer groups play a key role in advancing agricultural development and strengthening rural livelihoods in Apayao and the Cordillera region.
