Financial assistance and livelihood support for Overseas Filipino Workers (OFWs) and their families received a boost following the ceremonial signing of a Memorandum of Agreement (MOA) between the Overseas Workers Welfare Administration–Cordillera Administrative Region (OWWA–CAR) and participating local government units of Apayao on February 26, 2026 at the Agro-Industrial Trade and Tourism Fair Area in San Gregorio, Luna.
The agreement strengthens coordination in implementing livelihood programs for qualified OFW groups in the province.

Present during the ceremony were OIC Regional Director Dina C. Ponciano, Governor Elias C. Bulut Jr., Santa Marcela Mayor Evelyn B. Martinez, Luna Mayor Januario Garde, Flora Mayor Jeoffrey Blas, and representatives from other municipalities.
As part of the activity, financial assistance was awarded to OFW beneficiaries and partner LGUs. The distribution covered scholarship grants amounting to PHP 80,000, livelihood assistance totaling PHP 345,000, medical assistance worth PHP 210,000, and Tulong Puso grants for two OFW groups from different municipalities.
The MOA formalizes the partnership between OWWA–CAR and the LGUs to support sustainable livelihood initiatives, enabling OFWs and their families to establish income-generating projects within their communities.

Governor Bulut acknowledged the contributions of OFWs, describing them as “the unsung heroes of our nation,” and reiterated the province’s support through programs that include legal assistance, financial aid, and livelihood opportunities.
Through this collaboration, the Provincial Government of Apayao continues to expand support systems aimed at strengthening the economic stability of OFWs and their families.
