Safer, more adequate learning spaces are expected for yApayao students following the signing of the Memorandum of Agreement (MOA) for the Nationwide Classroom Building Program (NCBP) on February 11, 2026 at Heroes Hall, Malacañan Palace, attended by Governor Elias C. Bulut Jr.
The program aims to accelerate the construction and rehabilitation of classrooms nationwide to address the reported shortage of 145,000 classrooms as of December 2025. The deficit has resulted in shifting schedules and the use of temporary learning spaces in several areas.

In Apayao, some schools are located in geographically isolated and disadvantaged areas and additional classrooms will ease congestion and help provide students with more stable and conducive environments for learning.

Under the agreement between the Department of Education (DepEd) and Local Government Units (LGUs), DepEd will identify priority schools, set standard classroom designs and technical specifications, and allocate funding. LGUs will take a more active role in procurement and on-site implementation, including the rehabilitation and improvement of existing facilities, in accordance with national standards.
The signing was led by President Ferdinand R. Marcos Jr. and Education Secretary Sonny Angara, with 63 governors and 11 provincial representatives in attendance.
