Governor Elias C. Bulut Jr., together with Provincial Government department heads, visited Santa Marcela District Hospital (SMDH) and Flora District Hospital (FDH) on July 2, where hospital officials presented their 2026 Annual Reports and discussed the facilities’ current operations and priority needs.
The presentations covered hospital services, workforce, accomplishments, existing vacancies, and proposed projects identified by the two district hospitals. SMDH reported an authorized bed capacity of 12, with 36 permanent employees and 32 job order personnel. The hospital also has 14 funded vacant positions awaiting appointment.

FDH, meanwhile, has an authorized bed capacity of 18 and an implementing bed capacity of 25. It currently has 32 permanent employees, 29 job order personnel, and 12 vacant positions.

PhilHealth also presented updates on the YAKAP Program. As of June 2026, SMDH recorded P1.19 million in YAKAP payments, equivalent to 9.58 percent population coverage, while FDH received P767,720, covering 6.28 percent of its population.

Hospital administrators also discussed proposed facility improvements and other requirements needed to support the delivery of health services in their respective communities.

Gov. Bulut encouraged hospital officials and healthcare workers to continue identifying practical solutions to address the hospitals’ immediate needs and improve services for patients.
