The Apayao Police Provincial Office (APPO) kicked off its observance of National Women’s Month 2026 on March 3 at Camp Elias K. Bulut Sr. and Training Center in Sta. Lina, Luna, anchored on this year’s theme, “WE for Gender Equality and Inclusive Society.”
The activity was led by APPO under the leadership of PCOL Reguel B. Santamaria, with Vice Governor Kyle Mariah Chelsea S. Bulut-Cunan as Guest of Honor and Speaker. In her message, she underscored the role of women in public service and community development, noting that leadership and performance are grounded on commitment and capability.

She also addressed female police personnel, encouraging them to continue serving with confidence and professionalism in law enforcement. Female uniformed and non-uniformed personnel of APPO attended the ceremony, marking the start of activities lined up for the month.
The 2026 observance calls on Women and Everyone (WE) to take part in advancing gender equality and women’s empowerment at both national and local levels, promoting shared responsibility across government institutions and communities. The celebration continues under the 2023–2028 campaign banner, “WE for Gender Equality and Inclusive Society,” aligned with the Philippine Development Plan 2023–2028, which supports equal opportunities and broader participation in economic growth.

With the sub-theme, “Lead like the Babaylans, Filipinas!” the Philippine Commission on Women underscores the historical role of women in leadership, drawing inspiration from pre-colonial Babaylans whose influence was rooted in wisdom, mediation, and moral authority.
APPO said initiatives promoting gender equality and women’s participation will remain part of its regular programs beyond the observance.
