The Provincial Government of Apayao (PLGU), through the Bids and Awards Committee – Government Management System (BAC–GMS), held its first Local Suppliers Forum on January 29, 2026, at the Aliwa Gym in Luna, Apayao to strengthen local participation in government procurement.
Around 100 local suppliers from various municipalities attended the forum, representing businesses engaged in medicines, catering services, and general goods. Provincial Administrator Arnold B. Castillo said the forum is part of the provincial government’s initiatives to support Apayao-based entrepreneurs, whom he identified as partners in local economic development.

Castillo underscored the need to widen opportunities for local suppliers to take part in government procurement, noting that previous procurement activities were largely participated in by suppliers from outside the province.
He added that the forum also served to clarify available programs, support mechanisms, and partnership opportunities being extended by the provincial government particularly those that contribute to local business growth.
An orientation on government procurement was conducted by Sheila Dacumos, Head of the BAC Secretariat for Goods and Services, who discussed Republic Act No. 9184, or the Government Procurement Reform Act, and Republic Act No. 12009, or the New Government Procurement Act (NGPA).

Kuester Dangao of the BAC–Technical Working Group provided an overview of procurement documentary requirements, while Herlane Tamot of the Provincial Health Office (PHO) discussed Republic Act No. 10611, or the Food Safety Act of 2013.
The forum provided local suppliers with practical guidance on procurement processes while opening dialogue between the provincial government and the local business sector on strengthening participation, compliance, and transparency in government procurement.
