The Provincial Social Welfare and Development Office (PSWDO) convened social welfare officers and partner agencies for the 2026 1st Quarter Provincial Social Welfare Management and Development Conference on February 11–12 at Borromeo’s Residence in Luna.
The two-day activity focused on strengthening coordination between the Provincial Social Welfare and Development Office and Municipal Social Welfare and Development Offices (MSWDOs), aligning program implementation, and addressing operational concerns in service delivery.
In her message, PSWDO Jocelyn A. Layon emphasized the need for unified action and practical solutions in responding to the changing needs of communities in Apayao. She said the conference is as a working space to review strategies, exchange field experiences, and refine systems that directly affect beneficiaries.

The agenda included updates from the PSWDO and MSWDOs, and discussions on ongoing programs and implementation challenges.
A key development during the conference was the turnover of the Apayao Dynamic Social Registry System by Ms. Shirley Claver, Statistician II of the Department of Social Welfare and Development–Cordillera Administrative Region (DSWD-CAR). The system is expected to improve data management, beneficiary targeting, and planning for social protection interventions in the province.

Participants also underwent capacity-building sessions covering the Social Development Center (SDC) Pre-Assessment Template, Donation Template, Manual of Operations, Compliance Monitoring Assessment, and orientation on completed social technologies.
The conference is part of the province’s continuing efforts to strengthen frontline social welfare services through coordination, updated tools, and improved data systems.
