Members of the Gender and Development (GAD) Focal Point System from the provincial government and municipal local government units gathered from March 4 to 6 for a Strategic Planning and Capacity-Building Workshop.
The activity aimed to strengthen gender mainstreaming in local policies, programs, and development initiatives in the province.
Sessions included discussions on GAD Planning and Budgeting (GPB), focusing on identifying gender-related issues and developing strategies that will guide the preparation of annual GPBs.
Participants were also trained on the proper attribution of GAD budgets using the Harmonized Gender and Development Guidelines (HGDG) checklist to help ensure that programs and projects respond to gender concerns.
In his welcome remarks, EnP. Eraño Madriaga said gender responsiveness in the province should go beyond compliance with government issuances and should influence the way local governance is carried out.

He added that for planners and members of the GFPS, development plans must be grounded on clear objectives and effective implementation at the local level.
Facilitators also reviewed the GAD Accomplishment Reports submitted by the municipal GFPS members as part of the workshop.
