The Provincial Mining Regulatory Board (PMRB) conducted a Stakeholders’ Meeting on January 20, 2025, at the Apayao Tourism and Sports Complex Clubhouse in Luna, Apayao.
The meeting was led by Provincial Administrator Arnold B. Castillo together with Provincial Legal Officer Atty. Allysa Joyce Sampaga, and legal consultants Atty. Jemima Basang, and Atty. Arnold Janssen Castillo, and Provincial Treasurer Wilma Ikitan.

Participants included Commercial Sand and Gravel (CSAG) permit holders and other concerned stakeholders and discussions covered the reorientation on PMRB rules and regulations for CSAG permittees, the presentation of Tripartite Agreement Provisional Permits, and the breakdown of sand and gravel tax shares for barangay, municipal, and provincial governments. Issues and concerns related to quarry operations were also discussed, along with the awarding of Small-Scale Mining Contracts.

During the meeting, Administrator Castillo reported that the province’s collection from sand and gravel increased from PHP11 million to PHP19 million. He also noted that Apayao remains among the provinces in Northern Luzon with strong quarry potential.
The meeting provided a forum for permit holders and concerned agencies to raise issues, clarify requirements, and review compliance with existing mining regulations.
