Hundreds of farmers in Apayao gained stronger footing on their land and livelihood as P5.4 million in agrarian debts were officially condoned during the opening of the Agro-Industrial Trade and Tourism Fair for the province’s 31st Founding Anniversary on February 18, at the Apayao Grandstand in San Gregorio, Luna.
A total of 156 Certificates of Condonation and Release of Mortgage (CoCrom) were awarded to Agrarian Reform Beneficiaries (ARBs), covering 140.2593 hectares. With unpaid amortizations cleared, beneficiaries now hold their land free from financial encumbrance, easing long-standing obligations and allowing them to reinvest directly into production.
Department of Agrarian Reform (DAR) Secretary Conrado M. Estrella III led the distribution alongside Gov. Elias C. Bulut Jr., Cong. Eleanor C. Bulut-Begtang, and Vice Gov. Kyle Mariah Chelsea Bulut-Cunan.

Support extended beyond land security. Under the Major Crop-Based Block Productivity Enhancement (MCBBPE) program, two Agrarian Reform Beneficiaries Organizations (ARBOs): Consuelo Apayao Agrarian Reform Beneficiaries Farmers Association, Inc. and SIBES Agrarian Reform Multi-Purpose Cooperative, each received two units of 4-wheel drive tractors with rotary tiller and loading trailer worth P3 million per organization. The equipment is expected to cut labor costs, speed up land preparation, and increase overall yield.

Six ARBOs also received P300,000 each under the Sustainable Livelihood Support to Disaster-Affected Areas (SLSDAA) program. The assistance package included hand tractors, mini 4-wheel drive tractors, water pumps, brush cutters, knapsack sprayers, spades, breeder gilts, fattening hogs, and swine feeds. Inputs aimed at stabilizing and expanding farm-based livelihoods.
Municipal distribution of CoCrom beneficiaries included: • Conner – 3 beneficiaries covering 2.2 hectares with P16,759.99 condoned • Luna – 36 CoCroms covering 23.45 hectares with P498,371.64 condoned • Pudtol – 7 CoCroms covering 4.1 hectares with P69,047.00 condoned • Santa Marcela – 46 CoCroms covering 33.33 hectares with P427,018.80 condoned
As the province marked another year of autonomy, the anniversary opening translated into tangible gains for agrarian reform communities with land secured, debts erased, and tools placed directly in the hands of farmers.
