Individuals facing abuse, violence, and mental health concerns in Apayao now have a direct line for help following the launch of the AHON Program and the Mental Health Crisis Helpline or YAKAP on March 25, 2026 at Flora National High School.
The program sets up a coordinated system where those in crisis can seek immediate assistance, guidance, and psychosocial support through trained responders and partner agencies.
The program was carried out by the Provincial Government of Apayao (PGA) in coordination with the Office of the Congresswoman, local government units (LGUs), and national line agencies, with participation from members of the AHON Council, including prosecutors, DepEd, DSWD, Provincial Health Office, psychologists from Apayao State College and Conner District Hospital, as well as students and teachers.

Rev. Fr. Adel A. Agcaoili, founder of YAKAP (Yan Ang Kaibigan, Aalalay Palagi), introduced the helpline, which will be handled by trained mental health professionals and volunteers to provide immediate response and emotional support.
In her message, Apayao Lone District Representative Cong. Eleanor C. Bulut-Begtang underscored the need to make support systems accessible, especially for children, women, and individuals in crisis, and called for continued coordination among agencies and communities.

A ceremonial signing of a Memorandum of Understanding among the Provincial Government, YAKAP, and AHON Council members was conducted, along with a pledge of commitment from local chief executives, teachers, students, and partner agencies.
With the rollout of AHON and YAKAP, a clearer pathway is now in place for reporting, referral, and response to cases that require immediate attention in the province.
