Women employees of the Provincial Government of Apayao gathered on March 16 at the Aliwa Gymnasium for a symposium focused on safe spaces, mental health, and workplace awareness as part of the province’s National Women’s Month activities.
Organized by the Provincial Human Resource Management Office (PHRMO) and the Office of the Provincial Administrator, the activity brought together employees for discussions on laws and policies that support safer and more responsive work environments.

Atty. Giaya Alyssa M. Galut discussed the Safe Spaces Act (Republic Act No. 11313) or the “Bawal Bastos Law,” which addresses gender-based sexual harassment in streets, public spaces, online platforms, workplaces, and educational institutions. She also cited Republic Act No. 7877, or the Anti-Sexual Harassment Act of 1995, which applies to both men and women.
Meanwhile, Dr. Jay Jay Roaquin discussed the Mental Health Act (Republic Act No. 11036), emphasizing the importance of mental well-being and access to mental health services.
Assistant Provincial Administrator Carolina Bongui reflected on the roles of women in public service and the value of learning spaces like the symposium. “We are privileged to have this opportunity to learn something new that we can share with our officemates and families,” Bongui said.

Participants were also reminded that victims of harassment or abuse may seek assistance through their local government units via the Anti-Sexual Harassment hotline, the nearest police station through Women and Children Protection Desks, or the Public Attorney’s Office, subject to its procedures.
The activity also included free breast cancer screening through clinical breast examinations, highlighting the importance of women’s health alongside legal and mental health awareness.
