The Provincial Government of Apayao (PGA) formalized its partnership with the Department of Science and Technology (DOST) and Apayao State College (ASC) through the signing of a Memorandum of Agreement for the implementation of Project MOVE Apayao on February 25, 2026.
Cagayan State University (CSU) is also a collaborating institution in the initiative

The signing was led by Governor Elias C. Bulut Jr. and DOST Provincial Science and Technology Director Debbie Glynn V. Manangkil. Also present were DOST Regional Director Dr. Nancy A. Bantog, Assistant Secretary for Countryside Development Maria Teresa B. De Guzman, and DOST PHIVOLCS Director Dr. Teresito Bacolcol. The mayors of Luna, Santa Marcela, and Pudtol attended the ceremony in support of the project.
Project MOVE, or Smart Mobility for Viable, Efficient and Cleaner Mode of Transportation, is a DOST-funded initiative under the Smart and Sustainable Communities Program. It introduces electric mobility technologies intended to provide cleaner and more efficient transport options within the province.

The partnership outlines the roles of the provincial government, national agencies, and academic institutions in research, development, and implementation of the project. Through this collaboration, science and technology are integrated into local governance to address mobility and environmental concerns.
Governor Bulut said the project reflects the province’s direction toward sustainable transport solutions, while DOST officials affirmed continued support for science-based programs in the countryside.
The agreement signals coordinated efforts among government and academic partners to advance climate-responsive and technology-driven mobility systems in Apayao.
