The Sangguniang Panlalawigan of Apayao has approved on third and final reading an ordinance strengthening senior citizen welfare and establishing the Provincial Senior Care Home and Facility, formally known as “Balay Pagtalimadduwan Daya Mannakam Naya Apayao.”

Authored by Hon. Mailah Haylee L. Ballesteros, the ordinance provides the legal framework for the programs, management, operations, and funding of a provincial facility intended to serve indigent, abandoned, neglected, and vulnerable senior citizens in Apayao.
The measure anchors its policy basis on the 1987 Philippine Constitution, the Expanded Senior Citizens Act of 2010 (Republic Act No. 9994), the National Commission of Senior Citizens Act (Republic Act No. 11350), and the Local Government Code.
The ordinance also reflects the Isnag cultural value of pagtalimadduwan, which emphasizes compassion, kindness, and care for others. Through the establishment of the Balay Pagtalimadduwan, the Provincial Government seeks to institutionalize these values while addressing the growing need for structured and community-responsive elderly care services.
Consultations with senior citizens, municipal and provincial social welfare and development offices, civil society groups, and representatives from the Office of the Congresswoman informed the final version of the ordinance, highlighting the need for integrated services, strengthened community-based care, and accessible residential or homecare facilities across municipalities.
Board Member Ballesteros expressed her appreciation to Vice Governor Kyle Mariah Chelsea Bulut-Cunan and the members of the 11th Sangguniang Panlalawigan for their support in passing the measure, describing the ordinance as a step toward ensuring dignity, protection, and sustained care for yApayao elderly population.
Once implemented, the Balay Pagtalimadduwan Daya Mannakam Naya Apayao is expected to complement existing social protection programs and strengthen the province’s long-term response to the needs of senior citizens.
