A total of 173 starter toolkits funded through the initiative of Congresswoman Eleanor C. Bulut-Begtang were distributed to technical-vocational beneficiaries during the National Tech-Voc Day cum World Café of Opportunities 2026 on August 25 at the BGV Jr. Memorial Sports Center.
The toolkits were provided under the Special Training for Employment Program (STEP) to give beneficiaries the equipment needed to put their acquired skills to work, either for employment or as a starting point for their own livelihood.

Of the total, 33 sets of cordless drills for Electrical Installation and Maintenance (EIM) NC II were released through the Apayao Training Center under STEP 2024. These were the remaining sets from an earlier distribution held during Apayao Day.
Under STEP 2025, 34 portable sewing machines for Dressmaking NC II were distributed through the ATC.

Beneficiaries under Plant Crops also received agricultural tools. Puputi Nature Farms accounted for 15 sets, while Veaveranda Nature Farm and Training Center, Inc. received 55 sets. The packages included knapsack sprayers and basic farm tools.
Another 36 starter toolkits were distributed to beneficiaries trained in Masonry NC I.

The distribution puts equipment directly in the hands of graduates after their technical training, allowing them to use their skills for paid work, small-scale services or livelihood activities.
The 173 toolkits is part of the continuing STEP assistance secured through the initiative of Cong. Bulut-Begtang for technical-vocational beneficiaries in Apayao.
